MEMBERSHIP
Up to five members comprising
- The Vice-Chair of the Corporation (to chair the Committee)
- The Chairman of the Corporation
- The Principal
- Two other Members
TERMS OF REFERENCE
Delegated (i.e. Executive) Powers
- To ensure governors meet the eligibility criteria as set out inInstrument of Government.
- To propose, monitor and report a set of performance indicators and to measure the performance of the Governing Body and of individual members.
- To propose, direct and report on Governor Training including induction, mentoring, the Pair Scheme, and continuing Governor training and development.
- To propose, direct and report on issues of governance to raise the efficiency and effectiveness of the Corporation and to fulfil the responsibilities of governance.
Non-Delegated (i.e. Advisory) Powers
- To advise the Corporation on the appointment and reappointment of Governors in accordance with the Instrument of Government.
- To advise on such matters relating to membership and appointments as the Corporation may remit to the Committee.

POLICY FOR THE APPOINTMENT OF MEMBERS TO THE CORPORATION
A. Introduction
This document sets out the policy of Harlow College Further Education Corporation for the appointment of members to the Governing Body.
B. The Role of the Search Committee
- As required under the statutory Instrument and Articles of Government, the Corporation has established a Search Committee to advise the Corporation on the appointment of new members and the re-appointment of existing members to the Corporation.

The Corporation determined, at its meeting on 20 March 2008, that its membership will be:
- 14 Governors
- 1 Staff Governor to be nominated and elected by and from the teaching staff of the College
- 1 Staff Governor to be nominated and elected by and from the non-teaching staff of the College
- 2 Student Governors to be nominated and elected by and from the Student Council of the College
- The Principal
- Total determined number of Governors = 19
- Governors and Staff Governors are to serve for a term of office of four years. Student Governors will be appointed to serve for a term of office of one year.
- The Principal is a member of the Corporation ex-officio (ie membership derives from the office of Principal).
- The Corporation is obliged to consider the advice of the Search and Governance Committee when appointing Governors with the exception of Student and Staff Governors who are elected by their constituent groups.
C. Aims and Values of the Corporation
The Corporation is committed to ensuring that:
- Members of the Corporation are appointed on merit, which complies with the requirements as set out in the Instrument and Articles of Government for the appointment of members.
- The appointment process is conducted with attention to equal opportunities with consideration being given to the balance of membership in terms of gender, age, disability, race and ethnic origin.
- The selection of members is consistent with the principles laid down by the Committee on Standards in Public Life for those holding public office
- Membership of the Corporation is drawn widely from the community served by the College with a wide range of skills and interests being represented.
